Rule 3.6(a): the 30 hours are due with the first renewal application after two years of licensure and every renewal after that, so a renewal that comes before you have been licensed two years needs no CME. The controlled substance hours under Act 173 are a separate condition of renewal for DEA registrants.
Reporting
You attest to CE on the online renewal application. The Board audits randomly selected licensees, licensees with conditioned licenses and may audit late renewers and those found short in either of the two previous cycles; if audited you send a detailed account of the hours claimed (Rule 3.7). The Board may give you 90 days to complete a corrective plan for any shortfall (3 V.S.A. 129(k)); not following it can lead to discipline.

26 V.S.A. 1836(a): licenses renew every two years; failing to renew suspends all privileges from the expiration date, and a lapsed license can be renewed with the late penalty. The Office of Professional Regulation's schedule lists osteopathic physician licenses as expiring September 30 of even years (the next is September 30, 2028). Only CME taken within the two years before the renewal date counts (Rule 3.6(a)).
